VOTE FOR CHANGE, VOTE FOR BSP

Dear Voters,

1. As you know, today, the Bahujan Samaj Party (BSP) is the 3rd single largest national Political Party in India, after Congress and BJP. The present Chief Minister of Uttar Pradesh and the National President of BSP is Kum. Mayawati, B. A., B. Ed., LL.B. Sister Mayawati who is the political heir and successor of late Hon’ble Kansiram, was trained for 25 years under him and is interested only in the welfare of BSP and above all, in the welfare and well being of members of the public belonging to Bahujan Samaj (Sarva Samaj including Savarna Samaj) in India, especially to SCs, STs, OBCs, Dalits converted to Christians and Dalits converted to Muslims and other Religious and linguistic Minorities (RMs) including THE POOREST OF THE POOR among them, who constitute about 85% of the total population of India in accordance with the provisions of the Indian Constitution and the rule of law.
2. BSP was floated and registered by late Hon’ble Kansiram on 14-4-1984 with the aim of fulfilling the Phule-Sahu-Ambedkar ideology. BSP does not believe in the welfare of a few 15% (minority) upper class people of India only but wants to evenly raise the social, educational, economic, and political level of about 85% (majority) Mulniwasi (aboriginal) lower class citizens of India including the poorest of the poor. The main aim of BSP is to fulfill the unfinished Dream of Bharat-ratna and Principal Architect of the Indian Constitution Dr. Babasaheb Ambedkar to transform India into a CASTELESS, CLASSLESS, EGALITARIAN SOCIETY (Samtamulak Samaj Vyavastha) for “SARVJAN HITAY – SARVJAN SUKHAI”. Dr. Ambedkar, born at Mohu in Madhya Pradesh to a poor family belonging to a lower caste of Untouchables in Hindu Society. It is said that he obtained six Degrees within a span of six and a half years. According to Dr. Babasaheb Ambedkar, M.A., Ph.D., D.Sc., LL.D., (Columbia), D.Litt.,(Osmania), Barrister-at-Law, a multi-faceted personality, a Scholar, Researcher, an Agitator for and Emancipator and Valiant fighter for the poor and deprived and Women, a Crusader against the Caste System, an elder Statesman and National Leader, a fearless Journalist, and a Reformer of rare caliber, an Economist and a Contributor, substantially to the formulation of postwar Economic Development Plan in general and Water Resources and Electric Power Plan Development, ‘RESERVATION IS NOT BEGGING BUT A HUMAN RIGHT’.
3. The British Government used to listen to what Dr. Ambedkar used to say but the Congress including Mr. Mohandas Karamchand Gandhi did not listen to him much. Dr. Ambedkar had therefore started a Movement called “Scheduled Caste Federation” and started Political Parties like ‘Independent Labour Party’. In the year 1952, Dr. Ambedkar also started ‘Bahitkrusht Hitkarni Sabha’ with a view to uplift the poor and the downtrodden people of the country. Various Kings, Emperors, Thinkers and Social Reformers like Mahatma Jyotiba Phule and Chhatrapathi Sahuji Maharaj worked hard during their lifetimes to establish Samtamulak Samaj. Dr. Ambedkar carried forward their ideology and included the same in the Indian Constitution with a view to achieve it.
4. Earlier, Mogul Emperors invaded India because of some Hindu Kings in India, out of spite and jealousy against one another, helped foreign Invaders to capture India. At that time, there was no rule of law followed in India. Indians at that time were called ‘Hindus’. Followed by collapse of the Mogul Empire which imposed Mohamedan Law in India, the Europeans i. e. the Portuguese acquired the Island of Bombay from the King of Gujarat. After the fight between two Trade Rivals i. e. the Portuguese and the British in 1612, the British established Surat Factory. Englishmen did not cherish idea of being governed by the Mohamedan law, which is personal and religious in character. In 1661, the Portuguese King transferred the Island of Bombay to Charles-II as ‘Dowry’ on marriage of his sister Princess Catherine with English King. At that time, Bombay was a small Fishing Village having a population of 10,000. The English Law was made applicable to India in 1661, and in 1668, the King of England transferred the territory to East India Company at an Annual Rent of 10 Pounds.
5. Bahujan Raja “CHHATRAPATHI SHIVAJI MAHARAJ”, born on 19-2-1630 ruled the country on the basis of “Sarvjan Hitay – Sarvjan Sukhai”. Chhatrapathi Shivaji Maharaj’s Defence Minister was Daulat Khan, Cook Mehtaji, Advocate Kaji Haider and Spy Beherji Naik. Chhatrapathi Shivaji Maharaj was instrumental in writing of an Epic called “SHIV BHARAT” through Parmanand Pandit, during his life time.
6. After demise of Dr. Ambedkar on 6-12-1956, to fulfill his unfinished Dream on 6–12-1978, Manyawar Kansiram Ji, a Valmiki by caste and a body builder, constituted “BAMCEF” (an all India Organization of Backward {SCs, STs,OBCs} And Minority Communities Employees’ Federation) at New Delhi, a non-Political, non-Agitational and non-Religious Movement, by taking a monthly contribution of Rs.100/- per employee who got Govt. service consequent upon implementation of the provision of ‘Reservation’ provided for in the Constitution and also reconstituted the “DS4” (Dalit Shoshit Samaj Sanghrsh Samiti) on 6-12-1981. Manyawar Kansiram Ji, born in Punjab, was working in an Ordinance Factory in Pune, happened to read a Book called “ANNIHILATION OF CASTES” written by Dr. Ambedkar and thereafter finally started BSP on 14-4-1984 because Dr. Ambedkar, during his lifetime, used to say “Become a Ruler and your problems will be solved”.

7. With the ideology of great Saints and Kings of Maharashtra (Mahan- rashtra) like Mahatma Jyotiba Phule, Chhatrapathi Shivaji Maharaj, Chhatrapathi Sahuji Maharaj, Periyar E. V. Ramasamy from Tamil Nadu, etc., Hon’ble Kansiram captured political power in U.P. Dr. Ambedkar used to say – ‘Organize under one Leader, one Party and one Programme’. There is no guarantee of a man’s life. So, Hon’ble Kansiram trained Sister Mayawati politically and after imparting 25 years’ rigorous political training, transferred the Charge and Affairs of BSP in her hands on 18-9-2003 and told her to write it on the wall that “one day she will be the Prime Minister of India”. Being an experienced Politician, the 4th time Chief Minister of U. P. and an Advocate, Sister Mayawati is a fit and proper person to be the Prime Minister of India who will certainly implement the various constitutional democratic and welfare provisions of the Indian Constitution and the laws of the country in a proper and systematic manner to the hilt amongst all Communities (Bahujan Samaj) including the Christian Community in India at par and will make India a Super Power in the comity of Nations of the World. India has in abundance various Factors of Production, such as, Manpower, Land, Water and Sunlight.

8. BSP today is a Swabhimaan, Swalambhan and Atmanirbhar Party with its recognized Political Symbol “ELEPHANT”.

9. Dr. Ambedkar used to tell the SCs, STs, Dalits, OBCs and RMs, to take political power in hand and all your problems will be solved. Educated Christian youths have landed up only in menial jobs for want of proper political representation at the Centre and State levels and for lack of reservation in employment and services under the State. Proportional representation and Community reservation in Army, Navy and Air-force is not ensured for Christian Community. Even as per the National Sample Survey of India (NSS), 30.1% Dalit Christians live in Rural India belonging to Below Poverty Line (BPL) category with a Monthly Per Capita expenditure of less than Rs.356.30, being the Bench Mark for Rural BPL whereas 32.3% Dalit Christians live in Urban India belonging BPL category with Monthly Per Capita expenditure of less than Rs.538.60 being the Bench Mark for Urban BPL. Thus, there is no much economic gain for being Christians in India. Christians must take care more for material good than for spiritual food alone. It is said that Christians in India as a Community do not fight for the removal of social injustice. They should therefore give up their political aloofness. They are lagging behind politically and that is the reason why they suffer most like sheep a lot of persecutions by merely holding Candles in hand. Out of the last 60 years’ rule of independent India, Congress has ruled the country for about 50 years. For garnering Votes, it is said that Congress NCP play diabolic games and foment troubles between different Communities, particularly Hindus and Muslims, encourage Quarrels between people of one region with another and remain mute spectators to heinous crimes like burning alive of people, murder, commission of rape of nuns, and other weak and innocent citizens of India, burning of churches and causing damage to properties and several other kinds of atrocities against Christians as has happened in Kandhamal District, Orissa, and elsewhere in the country and omit to take prompt action for punishing culprits in accordance with the MAJESTIC OF THE RULE OF LAW with which we are governed and for preventing such recurrence. Congress NCP then used to tell Voters, if you do not Vote us, BJP will come to power. Hon’ble Kansiram awakened the Dalits in U. P. as to how to solve their such problems. BSP therefore often hold ‘Awareness Campaigns’ and ‘Bhaichara Conferences’ to awaken members of different communities through out India and will continue to cement the BOND OF BROTHERHOOD / FRATERNITY among them, after it is voted to power. Hon’ble Kansiram groomed BSP to come to power in U. P. During his lifetime, he trained Sister Mayawati and made her a Ruler. Now, nobody can harm Dalits in U.P. So, Christians and Muslims also must join the Dalits and capture Power and prevent similar occurrences like in Kandhamal, in future. If you ask what BSP did for such happenings, you will appreciate that BSP cannot take the Law into its own hand. For having been burnt alive and bruised, Christians must find out a Solution. BSP on it’s part has already started distributing Tickets to the willing workers/members of Muslims and members of different other Communities for contesting the forthcoming Elections. So members of the Christian Community also can become co-Rulers of the country and solve their problems and teach a lesson to Congress NCP and other Political parties trying to harm their interests.

10. After coming to power in U.P., Sister Mayawati is stated to have distributed about 50 Lakh Hectres of land, which was meant to be distributed when the British had left India, and which was not yet done, to landless Kissans for cultivation, etc. So Agriculturists are happy. Sister Mayawati had called the concerned Officers/Departments to fill arrears of reserved posts within a period of 6 months or else face consequences. The entire backlog of the arrears was, therefore, filled within about 3 months’ time only. Law and order problem in U. P. has improved and is brought under control. Sister Mayawati wrote to the Centre to extend the benefit of reservation to Dalits converted to Christianity and Dalits converted to Muslims also, but Congress has not cared to do so. In U. P. without any agitation, the reserved posts are already filled, whereas in Maharashtra even after agitations, it is not yet done. Not only that, Sister Mayawati introduced reservation for the poorest of the poor from the Savarna and Upper Class also, so they are also happy. Sister Mayawati introduced, for the first time, in U. P. reservation in the Private Sector. This she could do so because she is a Ruler. One day, Sister Mayawati will be remembered as “Mother of Reservation in Niji Shetra”. Reservation was initially introduced by Chhatrapathi Sahuji Maharaj in Maharashtra during British regime. So, Chhatrapathi Sahuji Maharaj is therefore called as “Father of Reservation”. This he could do because Chhatrapathi Sahuji Maharaj was a King. As Chief Minister, Sister Mayawati is tentamount to a King and therefore she could do all this. Dr. Ambedkar was a many faceted personality and as Labour Minister, under British regime, he introduced upto 8% reservation in the year 1942. That is why Dr. Ambedkar said, take political power in hand and all your problems will be solved. Supreme Court approved reservation upto 27% for OBCs but the Centre has failed to implement the Supreme Court ruling fully and completely.
11. The all three Organs of the Constitution are criticizing each other, instead of working for the welfare of the people of India. India needs today, nothing more than a set of honest men who will have the interest of the country before them. Sister Mayawati being qualified as an Advocate also, she is a presentable personality for the post of the Prime Minister of India, deserving to be elected as such by you Voters.

12. It is correctly said that “the Rulers are Lions and their Generals are Dogs who are serving the interests of their Seniors and not working in the interest of members of the Public who are known to each fact and reality of their own wrongs and defaults they as the people sleeping while waking”.
13. Indian freedom fighters fought for self rule and succeeded in 1947 and framed the Constitution with three pillars-Parliament, Executive and Judiciary, in Indian style full of national spirit but after the gap of time at present national character, honesty and fairness has disappeared in all the pillars of world’s largest Democracy. The people of India today needs BSP . The Indianism of 1947 has gone away from Indian horizen and the mind setup of the rulers of against whom our forefathers fought is flowing in the environment of India. Political Parties like Congress NCP, in a way, are worse than Mugal invaders, who directly or indirectly, have encouraged the parasite of Corruption which is rampant today in almost all spheres of the working of their own Schemes, Plans and Programmes, and the entire System is invaded by the mind setup of foreign rulers. We have to change this mind setup to protect and preserve the sovereignty and integrity of our otherland, Bharat.

14(a) It is said that "Level of thinking of people depends upon income”. Though
India has produced a handful of Super Rich Multimillionaires, it is said that 86.60 Crore
of people live in India with an average of Rs.20/- per day. Poor have to wait on the
fancies of the Rich. 553 Rich people in India control more money in Black than the
money in circulation in the entire Economy. Much of the frustration of the Middle Class
over poor policy making and implementation owes to the influence of Corruption and
Black Money. According to one estimate, money ranging from 50-75 lakh crores
(Rs.50-75 trillion/$1-1.5 trillion is parked in Swiss Bank Accounts. Did the Congress-
NCP or for that matter, any other Political Party ruled at the Centre or State, take
steps to bring back the black money to India ?. Upper layer of the higher class and
the rich of the same Class or Community is the main repository of undeclared Funds.
This is clear from the resilience of Indian Economy in the face of the Global Slow Down,
partly owes to the strength of the Black Money.
(b) It is stated that about 50% people below poverty line do not get Ration Cards. 6 Crore poor people in India are without Ration Cards. Even the Rich people are having BPL Cards. Distribution of Cards is faulty. Food is distributed through the notoriously corrupt public distribution system (PDS), a network of Ration Shops which distributes subsidized grain and other essentials, stock registers are poorly maintained and are not available for inspection by the public. Corruption includes replacement of grain with poor quality stocks or even non-distribution on the pretext of unavailability. Various other Schemes, such as, for providing “Housing”, “Employment”, “Education”, “Health-care”, etc. funds of which Schemes are routed through the network of Bureaucrats from the Central or State Government down to the Village . Although meant for the poorest of the poor, vulnerable or excluded groups such as ethnic minorities in rural areas, these funds have been routinely misappropriated or misused which even on a rough calculation account to many times that of the better known large scale corruption scandles. Who is responsible for all this ? Governance from Village to the Central level is responsible or accountable to the people and the Central Government cannot shift the blame game upon State Government and vice verse. Those who manage the affairs of the Indian National Society are supposed to be “Trustees” of the people and should be made accountable for their acts and omissions. There is an inherent danger of power to Executive being not used for public good but for private gain or corrupt motive.
© 350 Million people in India are illiterates and are not having means for getting educated. Poor parents are not in a position to send their children for schooling, forget about acquiring quality or higher education. Therefore, unequal competition in the field of education and promotion amongst the children of the rich and the poor is bound to be there, apart from competition in the field of selection for jobs or services under the State. Who is responsible for this state of affairs ?. Certainly the ruling Upper Clique is responsible for this. Equality cannot be allowed to become a FICTION in India in any field. How to stop this? It is possible to stop if the Constitutional provisions are implemented without favoritism, nepotism and by annihilation of caste. According to Christian Human Development Index, 50 Million people lack proper sanitation. 50% children are below an accepted nutritional level. 60% to 70% of people cannot afford basic medical care. Villages are not developed. Millions of women are forced to get up wrap. 60% of rural households are without electricity and face repeated power cuts.
The reason for all this is that the Economic Development Process is deliberately so skewed that a small minority (about 15%) profits at the expense of the majority (about 85%) and the Governments. Can this structural injustice be called “structural sin” or “the structures of sin” ?.
(d) The suggestions of Dr. Ambedkar that personal tax should be based on taxable capacity of the individual and not on his gross income and that the tax rates should be progressive, meaning the rich should be taxed more and the poor less, have not been accepted in India, so far. Equitable distribution of Economic Resources and Wealth of the Nation amongst all its citizens and the Delivery System have failed during the last about 60 years’ rule of the Indian Republic, partly due to Upper Class Official’s acts of omissions and commissions. The Civil Servants are interested in taking policy decisions than implementing them properly. Even the police force retains the image of Colonial Occupation. It is under-manned and poorly equipped. Like in other sectors of the Administration, corruption has destroyed its moral fibre. It is a shame that everyone knows of the manner in which postings are auctioned and of the hafta system by which these auctions are financed and yet Senior Officers do not work for change. The Media is also interested in highlighting about the style of the elitist classes and their living standards mostly and in political patronage.
15. So, I, am sure that WE TOGETHER CAN CHANGE the pattern of rule which is on the beaten track. We must remember that in the face of the fast changing socio-economic climate of the country consequent upon “LPG” (Liberalization, Privatization and Globalization) wherein Mighty and Foreign Nations of the World come in direct contact and competition with Indian Corporate and other Sectors, for doing business, with highly sophisticated and advanced Technologies (Information and Communication Technologies). This may possibly throw up, at least in the beginning, a vast majority of skilled, semi skilled and unskilled manpower and labour in India into an unviable and unproductive mode. Substitution of existing Mills for Malls; creation of vast unemployment and other mass human problems; widening of the gap between the haves and have knots; non-extension of the Agricultural Green Revolution started in some parts of North India and “Baramati” in Maharashtra into the whole of the country and safeguarding of the hard earned freedom and sovereignty of the country, may be some of the problems being faced today. I fervently hope that all members of SCs, STs, Dalits, OBCs including the poor citizens from the Upper Class and RMs including Christians, especially the poorest of poor amongst them, in the their own interests, and in the interest of the Nation as a whole, must keep the ideology and working pattern of the BSP in mind and must come together in body, mind, and money and work and participate with BSP at the Centre, so that solutions to all their problems and of the country can be found. I therefore appeal to you all to cast your valuable Votes to the BSP Candidates in the forthcoming 2009 Parliamentary Elections, irrespective of the communities to which they belongs and by pressing the button of “ELEPHANT” and install the BSP Government at the Centre with Sister Mayawati as the Prime Minister of India.
